The cilium-config configmap handles configuration for the cilium agent. Simply update the configmap as needed.

a service account for cilium-agent, cilium-envoy, and one for the operator are all created
A cluster role is created for the cilium agent called cilium, and a clusterrolebinding is also created to bind this clusterrole to the cilium service account. There is also a clusterrole and binding for the operator created.
